摘　　要：南方电网西电东送是西部大开发的标志性工程。介绍了南方电网西电东送的交易品种、组织形式和电价水平,分析了"十一五"西电东送省政府框架协议执行履约率不高的原因,指出了交易取得的经验与存在的问题,提出了开展省间合约转让与置换交易的思路,以期为我国西电东送发展和运营提供一定的借鉴参考。West-to-East Power Transmission in China Southern Grid（CSG） is the landmark project of the Great Development in the West. This paper presents the project trading varieties, organization forms and electricity pricing, analyzes the reasons for the low the performance rate of the provincial government framework agreement for ＂Eleventh Five-Year＂ West-to-East power transmission in CSG, and points out the transaction experiences as well as problems. Finally, it is proposed to develop the inter-provincial contract transfer and replacement transaction with a view to providing reference for the development and operation of West-to-East power transmission in China.
