摘　　要：城市机动车辆排出的有害气体被人体吸收后,会对人们身心健康构成潜在威胁。城市居民是机动车辆尾气排放的直接受害者。治理城市机动车辆尾气排放问题,应从技术、行政管理、社会化治理三个维度入手,健全环境责任保险的法律法规,制订环境责任保险指导目录,对环境风险单位强制推行环境责任保险,加强保险公司与环境部门的合作。Exhaust emissions by urban motor vehicles, absorbed by human makes potential threats to people＇s health. Urban citizens became director victims of motor exhaust emissions. Controlling exhaust emissions by motor vehicles could start from three aspects, as technology, administration and social governance, for example, to set up and perfect regulations and laws of environment liability insurance, make up guiding content of it, compulsory implement in these institutions with high risk, strengthen cooperation with insurance company and environment department.
