北京市城乡结合部社会保障的问题与对策研究

摘　　要：北京城乡结合部的社会保障存在双重二元结构,涉及不同保障群体的社会保障政策变化大、衔接性差,社会保障政策存在真空地带且保障水平差距大,失地农民的社会保障政策不能有效保护农民切身利益,流动人口参与社会保障体系受到限制。这些问题严重制约了北京城市化进程和公共服务均等化的推进。完善北京市城乡结合部社会保障体系,必须扩大社会保障覆盖面,不断加大财政投入、提升城乡结合部整体社会保障水平,维护失地农民社会保障权益,提高对流动人口的社会保障水平,明确不同社会保障主体的责任边界。This paper makes a research on the social security which has its own typical characteristics in urban - rural fringe of Beijing, and analyzes the problems and reasons for that. Studies show that the social security in these areas has a dualistic structure. The social security policies to different types of people are different, and the social security levels are different too, especial- ly for those land - losing farmers and floating population. These problems restrict the urbanization and equalization of public services. For improving the social security in urban - rural fringe, the suggestions are as follows ： expanding the coverage of social security programs, increasing the financial input, protecting the legitimate rights of the land - losing farmers, impro- ving the social security level of the floating population, and ensuring the responsibilities of different government agencies.
