摘 要:文章根据制度设计理论,分析了政府制度设计及其对发展第四方物流的重要作用,借鉴美日欧等发达国家或地区的经验,提出发展第四方物流政府制度设计的基本原则和主要内容。从组织制度建设、绿色通道服务制度、政府监管制度三个方面分析总结宁波的发展经验。最后总结出启示和建议:制度设计要战略定位清晰,宏、中、微观三层面有机结合;要将制度设计创新融于4PL的流程设计之中,做到导向性、实用性和可操作性地完美结合;要正确处理自发演进和政府制度设计互动的关系等。这些对我国各级政府促进第四方物流发展有重要的参考价值。Based on the theory of system design, this paper analyzes government system design and its important role in the development of 4PL; looks at the experiences of developed countries and regions such as the United States, Japan and the European Union; and points out the basic principles and main design content of 4PL development. We then analyze and summarize the experiences of Ningbo in constructing an organization system, the green corridor service system and the government supervision system. Finally, we conclude with three recommendations: the strategic positioning of system design must be clear and organically integrate microscopic, midlevel and macroscopic layers ; fuse system design innovation into 4PL process design to accomplish the perfect combination of orientation, practicality and operationality ; and correctly handle the interactive relationship between government system design and spontaneous evolution of the market. These recommendations have important reference value for governments to promote and guide development of 4PL in China.
