也论上海合作组织的发展前途——兼与李兴教授商榷

摘　　要：上海合作组织成立十一年来,作为区域性组织发挥了重要的作用。中俄是上海合作组织的两个主导国,两国对上合组织战略构想的异同决定了上合组织的发展前途。从体系层面、地区层面和双边层面分析可以看出,中俄在上合组织战略构想方面既存在相同点又存在不同之处,但是同多于异,而且在决定上合组织发展前途的主要层面,两国构想仍是相同的,上海合作组织在成立第一个十年后仍具有发展前途。For eleven years since the Shanghai Economic Cooperation Organization was founded, it has played an important role as a regional organization. Both China and Russia are two leading countries of the organization; the similarities and differences of their strategic concept of the organization decide the future of it. It can be seen by analysis from systematic, regional and bilateral levels that China and Russia have both similarities and differences in their strategic concept of the organization, but their similarities are more than their differences, and in terms of deciding the prospects of the organization, their strategic concept of the organization is still the same. After a decade since the organization was founded, it still has prospects for development.
