摘 要:城市水务工程建设由于受建设目标多、工程类型多、专业门类多、技术更新周期短、涉及部门多、社会影响因素多等因素的影响和制约,工程建设过程中的不确定性因素多,风险类型多样且来源广泛。通过对城市水务工程建设风险来源和主要风险要素的分析,提出了风险分配的基本原则,探讨了减轻风险、预防风险、转移风险、回避风险、自留风险和后备措施等风险管控措施。以期为我国当前的城市水务工程建设风险管理工作有所帮助和借鉴。Due to multiple construction targets, more project types, more professional categories, shorter technology up- dates cycle, more involved departments, more social influence factors and other reasons, there are many uncertain fac- tors, risk types and wide risk source during construction process of urban water affairs engineering. Based on analysis of risk sources and risk factors of urban water affairs engineering construction, the basic principles of risk distribution is put forward, risk management and control measures are discussed, which include discusses the risk mitigation, risk preven- tion, risk transfer, risk avoidance, risk retention and reserve measures. The principles and measures are hoped to pro- vide helps and references for risk management and control work of urban water affairs engineering construction in China.
