摘　　要：文中分析了海南省周边海域潜在的船舶污染风险,针对海南船舶污染应急能力现状和存在的问题,提出了建立健全船舶污染应急预案、补充和完善应急资源配置、发展和壮大应急队伍等对策建议。This essay analyzes the potential risks of pollution from ships in the surrounding waters of Hainan Province. And then, against the status and problems existed relating to emergency response capacity to pollution from Ships in Hainan, puts forward some suggestions on establishing and perfecting the emergency response plans to pollutiou from ships, supplementing and perfecting the allocation of emergency resources, prolnoting and enhancing the forces of emergency response.
