摘　　要：在肯定文化遗产类景区经营权可以转让的前提下,从遗产资源的价值属性和保护的特殊性要求入手,提出以政府规制为手段,对文化遗产资源进行审核评估,确定景区经营主体、转让价格和转让期限,突出对文化遗产的保护和景区的公益性,妥善处置景区经营权终止的各项事宜,最终构建一个完整的文化遗产类景区经营权转让的政府规制体系。Based on confirming cultural heritage class scenic management rights can be transferred. From the value of property and the special protection of heritage resources, the authors put forward government regulation as a means to audit assessment of cultural heritage resources, determine the scenic area management entities, the transfer price transfer deadline, high- lighting the protection of cultural heritage and scenic public welfare and proper disposal of the scenic area management rights to terminate the matter, and ultimately build a complete system of government regulation of cultural heritage class scenic transfer of operating rights.
