摘　　要：我国建立国家基本药物制度的目标是,满足广大人民群众对防病看病的需求,使国家有限的卫生资源能够得到充分、有效的利用,发挥最佳的社会效益和经济效益,最终实现人人享有基本卫生保健。然而在具体实施的过程中,制度是否真的可以发挥其应有的功能,新医改环境下的国家基本药物制度的重建,是否能够成功仍然值得担忧。文章通过对国家基本药物制度的解读,分析基本药物制度实施中遇到的问题,并提出应对措施。The object of national basic medicine system is to satisfy the people’s demands of preventing and treating diseases,make full use of the national health resources,and give maximum play to social benefit and economic benefit,so as to ensure residents to enjoy the basic health care.However,in the implementing process of National basic medicine system,it was still worried whether the system can play its due function or operate successfully.This paper analyzed the problems of National basic medicine system,and provide some advices.
