摘　　要：对国务院2011年8月31日印发的《"十二五"节能减排综合性工作方案》进行了解读。认为该方案体现了国家对进一步加强节能减排工作的高度重视,国家将通过强化刚性约束指标、完善节能减排的经济政策、加强节能减排的监督管理、充分引入市场化机制等措施,解决我国目前在节能减排工作领域存在的一系列问题。该方案的实施,既为作为资源消耗大户的天然气生产企业的生产经营提出了更高的要求,也为天然气生产业务提供了有利条件。China ' s state council released Comprehensive 12th Five Year Energy Conversation and Emission Reduction Work Program on August 31,2011.This program reflects the government is paying highly attention to further strengthening of energy saving and emission reduction work,and is attempting to solve a series of problems relevant to energy conservation and emission reduction by enhancing rigid constraint index,developing economic policies on energy conservation and emissions reduction,strengthen supervision and administration and fully introducing market competition mechanism and other measures.For natural gas production enterprises,implementation of this program brings higher requests for enterprises ' production and operation,but provides favorable conditions for enterprises ' production business as well.
