摘　　要：分析了促进以企业为主体的区域绿色创新体系新战略,阐述了绿色技术创新战略的层次,采用何种层次的战略,以及一般会依据企业所处的环境及自身绿色技术创新能力进行选择的被动型战略、参与型战略、主动型战略和创新型战略,并提出要建设绿色技术创新的服务体系,包括法律制度体系、财政税收体系、融资体系。Analysis has promoting to enterprise for main of regional green innovation system new strategy, elaborated has green technology innovation strategy of levels, used what levels of strategy, and General will pursuant to enterprise by Department of environment and the it- self green technology innovation capacity for select of passive type strategy, and participation type strategy, and active type strategy and in- novation type strategy, and made to construction green technology innovation of service system, including legal system system, and financial tax system, and financing system.
