摘　　要：基于传统观念和社会形态的延续,"三农"问题在我国历来是最关键和最艰难的问题。农业遗传资源权作为一种独立财产权的确立,有助于"农民增收",从而成为解决"三农"问题的另一有效法律途径。Based on the traditional ideas and the lasting society form in China,the issues concerning farmers,rural areas and agriculture are always the key and the most difficult problem.As an independent property right,agriculture hereditary resource right is helpful to increasing peasant’ income,thus it will be an effective legal approach to resolve the problems of farmers,rural areas and agriculture.
