安徽传统扶贫模式与现代脱贫模式的比较

摘　　要：改革开放三十多年来,安徽的扶贫开发工作不断努力探索,尝试创新,经历了"体制改革推动减贫阶段(1978～1985年)"、"有组织、有计划、大规模开发式扶贫阶段(1986～1993)"、"八七扶贫攻坚阶段(1994～2000年)"和"新阶段扶贫开发阶段(2001～2010年)"四个阶段,现在已经进入第五阶段(2011～2020年)。文章把前三个阶段的扶贫归为传统的扶贫模式,与新阶段扶贫在内涵、模式、和成效方面做了对比,以期对现阶段(2011～2020年)的扶贫提出有针对性的政策建议。In more than 30 years of reform and opening up, the poverty alleviation in Anhui Province experienced four stages： ＂system reform push poverty reduction stage （1978 -985 ）＂, ＂organization, a planned and large - scale development- oriented aid stage （1986 ~ 1993 ） ,＂ ＂Poverty Reduction crucial stage （1994 ~ 2000）＂ and the new stage of poverty alleviation and development phase （2001 -2010）. Now it entered the fifth phase （2011 ~ 2020）. With the first three stages, the forth made progress in content, pattern, and the effectiveness, in order to propose targeted policy recommendations at this stage （2011 ~ 2020） of poverty alleviation.
