摘　　要：利用多源流理论框架分析中国大飞机项目启动的政策过程,对大飞机项目的历史使命及其演进历程与规律进行了深入地阐述与解释。研究结果显示,国家对自主创新的坚定意志直接体现于大飞机决策的整个过程之中,是影响中国大飞机工程上马的关键因素。In this paper, within the multi-stream framework, we analyzed the policy-making process in the initiation of the ＂big plane project＂ of China and introduced in detail the historical mission and evolutionary course and pattern of the project. Through the analysis, we found that the firm will of the country in independent innovation was directly manifested in the whole policy-making process of the project and would become a critical factor influencing the fate of the project.
