民主集中制基本理论的几点思考

摘　　要：民主集中制的实质在形式上是结合,在内容上表现少数与多数关系;民主与集中是辩证统一的整体关系,两者互为条件;民主集中制是马克思主义认识论和群众路线在党的生活和组织建设中的运用;民主集中制的运行具有特定程序,必须有科学制度保障;民主集中制也是一种工作方法和艺术,体现了领导者的不同素质和能力;实行民主集中制是为了达到特定目标,否则即失去了应有的价值。The essence of democratic centralism is combination from the angle of its form, and exhibits the relation between the majority and the minority in content. Democracy and centralism are dialectically unified, and are conditions of each other. Democratic centralism is the application of Marxist epistemology and mass line in the Party＇ s life and organizational construction. The running of democratic centralization must follow certain procedure and must be guaranteed by scientific institutional design. Democratic centralism is also a method and art of work, embodying different qualities and abilities of leaders. The implementation of democratic centralism is for certain purpose;otherwise, it will lose its due value.
