摘 要:构建以企业为创新主体,产学研相结合的低碳服装产业创新体系是促进企业产业结构调整和提高自主创新能力,发展低碳服装产业的有效措施。如何发挥创新体系中企业的主体建设作用、高校研究机构的支撑作用及创新体系的组织模式和运行机制是保证创新体系成功运作的关键。With economic and social development, the contradicton between mankind and nature is increased, and the problem of ecological environment is becoming increasingly conspicuous. Therefore, the study of water and ecosystem has become the hotspot of universal concern. Taking the Harbin segment of Songhuajiang River for an example, the second minimum (maximum) value method, frequency ranking method and four kinds of optimal ecological runoff calculation methods are used to compute the maximum (minimum) and optimal monthly ecological flow based on the daily observed runoff data from 1898 to 2010 in Harbin hydrological station. And the Tennant method is applied to evaluate the calcula tion results. The results show that the frequency ranking method are more appropriate for study of maximum (minimum) ecological water demands optimal monthly ecological runoff obtained by four kinds of frequency calculation methods has good evaluation effect; it is more fit for calculation optimal ecological water demand with 50% assurance rate of each month.
