江苏省“十一五”期间水利投资合理性分析

摘　　要：为给江苏省"十二五"期间调整水利投资结构、统筹安排水利投资项目提供思路,对江苏省"十一五"期间水利投资数据进行了归类统计,并与"九五"、"十五"期间情况进行了对比,从各时期投资结构、投资政策、投资效果角度分析了"十一五"期间水利投资的合理性,以实现水利投资效益的最大化和风险的最小化。The information of water conservancy investment from 2006 to 2010 in Jiangsu Province is analyzed from the aspect of the classification and compared with that from 1996 to 2005. The rationality of water conservancy investment is analyzed by considering investment structure, investment policy and investment effect in different periods. These works provide new approaches for modulating investment structure and overall arranging hydraulic projects for the next five years from 2011 to 2015 in order to maximize benefits and minimize risks of water conservancy investment.
