摘　　要：提高农业管理干部的素质,是赫鲁晓夫农业改革的一项重要措施。改革的目的是推动农业技术的改进和产量的提高,实现农业的专门化管理和集约化经营,摆脱农业落后面貌。这一措施具有积极意义。然而,由于赫鲁晓夫改革并没有建立起有效的激励机制,所以干部改革的作用有限。Improving the quality of agricultural management cadres was an important measure of Khrushchev＇s agricul-tural reform.The purpose of the reform was to improve agricultural technology and production,to realize the specialized agricultural management and intensive farming,and to get rid of agricultural backwardness.The measure was positive.However,the reform did not establish an effective incentive mechanism,so the effect of the reform of the cadre system was limited.
