摘　　要：作业许可管理作为炼化企业直接作业环节最直接的管理方法,是直接作业环节开展危害识别和作业前风险分析的前提和保障,是减少和避免事故发生的重要措施之一。本文通过调研和分析国内外炼化企业的作业许可体系,根据基于风险的HSE管理理论,提出了炼化企业作业许可体系的主要内容,包括:作业许可证编制、作业许可管理流程、职责界定、培训要求、作业许可管理要求及作业许可证和作业许可体系审核,并给出了作业许可体系审核检查表的示例。As the most direct management method for managing the link of direct operation in petrochemical enter- prises, permit-to-work is the premise and assurance to carry out hazard identification and risk analysis before starting work in the link of direct operation, and also is an important measure to reduce and prevent incidents. In this pa- per, through investigating and analysing domestic and overseas permit-to-work management in petrochemical enter- prises, the main points of permit-to-work system in petrochemical enterprises were proposed, which included com- piling permit-to-work, permit-to-work management process, defining responsibilities, training requirement, permit- to-work management requirements and permit-to-work audit. And, also, some examples for permit-to-work system audit checklist were prosented.
