环首都经济圈中的“低碳化”对接方策——基于河北省产业视角

摘　　要：环首都经济圈的建设,对于河北省经济结构调整和产业低碳化升级,无疑是难得的机遇。河北省要解决"碳"矛盾,摆脱人才技术方面相对薄弱的制约,一方面应该通过内生性路径,在提高现有企业劳动生产率的同时,发展低碳教育,培养低碳人才,提高劳动力综合素质,促进京津冀高层次人才自由流动,形成长效机制;另一方面要通过外生性路径,结合地方优势,大力发展专业化低碳产业集群与产业链外包,积极推进京津冀的产业低碳化对接。在此过程中,特别要注意避免重复建设、落后产能承接与短期行为。The construction of capital economic circle is undoubtedly a rare opportunity for the industries upgrade of Hebei province in low carbonization. To get rid of weak talent and technology, Hebei prov- ince should improve the existing labor productivity through the endogenous path, at the same time, de- velop low carbon education, improve the comprehensive quality of the labor force, and promote the free flow of talent to form a long-term mechanism. On the other hand, Hebei Proviace must develop special- ized low carbon industry cluster and industry chain through the exogenous pathway. In this process, special attention should be paid to avoiding repeated construction, backward production capacity under- take and short-term behavior.
