摘 要:抗战爆发后,中国共产党吸纳国民党的做法,在各抗日根据地建立起了专员公署制度。国共专员公署制建立的历史背景不同,双方颁布的专员公署组织法规有相似之处,也有不同之处,各有特点,机构编制亦有区别,经费差别较大。通过比较,可以看出,同样的行政制度,在不同政权中,其政治位置、处境以及前途命运有很大差别。After the war of Anti-Japanese broke out, the Chinese Communist Party absorbed the practice of the Kuomintang and established the System of the Administrative Supervisory Commissioner's Office in the anti-Japanese base areas. The historical background of the system between the Chinese Communist Party and the Kuomintang was different, but some of the system's principles were similar and some were different. In a word, the system between the two parties had different features. The organization regulations of the two parties were also different. There was a greater difference between funds. By comparison, we can see that when the same administrative system was in different regimes, its political position and future and destiny situation were very different.
