摘　　要：城乡一体化是一种高层次的社会变迁。推进城乡一体化发展,必须在突出"多目标"的同时,强调"最优化"。通过以多目标最优化为视角,采取层次分析法、头脑风暴法等研究方法,构建出城乡一体化综合评价指标体系并进行实证评价。结果表明,我国城乡一体化整体上进入初级阶段后期,正处于关键的转型时期。应该从奠定城乡一体化发展的物质和空间基础,推进区域发展制度改革和创新,推进政治民主化进程以及培养政府、社会及公民三方责任利益共同体意识和机制等方面进行寻求对策。Abstract： Urban-rural integration is a high level of social change. Promoting Urban-rural integration, we must highlight the ＂multi-target＂ and emphasize ＂optimal＂ . Based on multi-objective optimization, with the methods of analysis and brainstorming, qualitative analysis and quantitative evaluation, we build the evaluation index system of urban-rural integration, and to evaluate the degree of realization. The result shows that the urban-rural integration is at a critical transition period and into the late primary stage. We should lay down the material and space basis, and promote system reform and innovation in regional development, and push forward the political process of democratization to develop the government, society and civic interests of the tripartite sense of community responsibility and mechanisms.
