我国需求导向型老年社会福利内容确定与提供机制分析

摘　　要：本文通过对需要和需求进行语义分析,认为从老年人实际需要出发,必须建立需求导向型老年社会福利制度。由于老年社会福利制度的准公共产品属性和正外部性特点,老年社会福利需求分为个人需求、社区需求和国家需求,应当建立国家为主导、个人和社区共同分担的覆盖特殊老年人和普通老年人、包括补救性福利、援助性福利、发展性福利和提高性福利在内的"二元——四维"适度普惠型老年社会福利制度。Based on the semantic analysis of the needs and demands of the elderly,this paper suggested that it needed to create a demand-oriented social welfare system for the elderly.Because of the properties of the quasi-public goods and positive externalities characteristics of the social welfare system for the elderly,the social welfare needs of the elderly could be divided into individual needs,community needs and national needs.A national-oriented,individuals and communities shared ' binary-four-dimensional ' social welfare system covering the special elders and the common elders should be established,including residual welfare,assisting welfare,developing welfare and promoting welfare.
