国外突发事件应急管理体制的借鉴与思考

摘　　要：美国、日本、英国和德国等发达国家建立了较为完善的应急管理体制,极大地提高了其突发事件应对能力。基于当前我国突发事件应急管理体制中管理模式单一、协调性不够以及地方应急管理系统落后等不完善性,综合分析了这些国家突发事件应急管理体制的鲜明特点——综合的应急管理体制和先进的突发事件应急管理系统,指出我国在建立突发事件应急管理体制中需要借鉴这些国家先进的管理经验,尽快建立符合我国国情的、有效的突发事件应急管理体制。The developed countries such as the U. S, Japan, Britain and Germany set up a more complete emergency management system, which greatly improve the ability of responding to the emergency. Based on the problems of current emergency management system in China, such as single mode, poor coordination, and imperfect local emergency management system, the paper analyzed comprehensively the distinctive characteristics of the emergency management system of these countries, i. e. , the integrated emergency management system and the advanced emergency information manage- ment system, and pointed out that we should learn from the advanced management experience in the process of setting up the emergency management system in order to set up the effective emergency management system according to our own national conditions as soon as possible .
