道路交通运输节能减排长效机制研究

摘　　要：道路交通运输行业是节能减排的重点行业。从制度建设、能耗统计制度、考核与奖惩制度、项目带动机制、人员培训与公众参与机制、维修与性能检测的角度初步探讨道路交通运输行业节能减排的长效机制。节能减排长效机制的建立对交通运输行业可持续发展、国家节能战略以及环境保护具有积其重要的意义。Road transportation industry is the key industry in energy conservation and emission reduction. The long-term mechanism of energy conservation and emission reduction in road transportation industry is set up from the aspects of system construction, energy consumption statistics system, evaluation and rewards and punishment system, project drive mechanism, personnel training and public participation mechanism, maintenance and performance test respectively. The establishment of long-term effective mechanism has an important significance in sustain-able development of transportation industry , the country＇s energy strategy and environmental protection as well.
