小浪底水库建成后黄河下游洪水调度原则研究

摘  要:结合黄河下游防洪出现的新情况、新问题 ,在小浪底水库运用初期 ,水库拦洪库容将增加近 80亿m3的条件下 ,通过分析计算 ,提出小浪底水库运用初期黄河下游洪水调度的原则意见 :尽量利用水库拦蓄洪水 ;在确保堤防安全的前提下 ,充分利用河道排泄洪水 ;相机运用蓄滞洪区分滞洪水。The principle suggestions about flood regulation in the lower Yellow River during initial operation stage of Xiaolangdi reservoir is put forward in the paper through analysis and calculation, under the condition of that the reservoir flood storage capacity in the stage will be increased by nearly 800 million m 3, combining with new phenomenon and issues in the flood prevention in the lower Yellow River, as follows: to take as more as possible of the reservoir storage to retain flood; to make full use of river channel for flood delivery with premise of ensuring safety of river bank; retain flood in detention basin according to practical requirement.
