摘　　要：目的:了解山东省卫生总费用下的医疗机构资源利用效率。方法:利用1998-2009年山东省卫生总费用机构流向法测算结果,结合山东卫生财务年报资料,采用定量和对比分析等方法,研究目前医疗机构资源的利用效率,提供卫生政策的反馈信息。结果:山东省医疗机构财政补助力度偏低;患者就医流向不合理;卫生资源的利用效率不高。结论:加大财政补助力度,对不同类别医疗机构实施不同的补助政策;建立科学合理的机构间诊疗制度,合理引导患者就医流向;优化卫生资源,提高卫生服务利用效率。Objective： To understand the utilization efficiency of health resource allocation under the from framework of Total Health Expenditure. Method： Using the result of total health expenditure in Shandong from 1998 to 2009. And combined with the health financial report of Shandong, quantitative research and comparison analysis methods are used to analyze the recourses utilization efficiency of hospitals and feedback to the current health policy. Result： Government subsidies among hospitals are lower, the distribution of patient among hospitals in different levels is irrational, and the utilization efficiency of health resources is lower. Conclusion： Government should allocate more subsidies to hospitals to implement different policies in different types of hospitals, establish a scientific patient visit system to guide the reasonable flows of patients among hospitals, and optimize health resources to improve the utilization efficiency of health services.
