摘　　要：2012年7月18日，俄罗斯联邦委员会（俄罗斯议会上院）批准了《生产和消费废弃物》联邦法规修正案，并将干9月1日正式生效。本地化组装除外。It is reported that Russia will put into effective a new regulation on scrapping of old vehicles. The new regulation asks all auto importers of all regions and countries without exception to pay a certain amount of fees for auto scrapping. Obviously, China auto exporters will be heavily impacted by such regulation.
