摘　　要：本文采用特尔斐专家咨询法进行了两轮函询，筛选确定了包括3项一级指标、14项二级指标和33项三级指标；对指标体系中的一、二、三级指标分别赋予权重值，建立一套科技计划立项与产出综合评价量表。该综合评价量表简便易行，具有一定的可操作性，可用于人口与健康领域科技计划立项与产出的批量评估。This paper lettered experts using delphi method, determined 3 the first indexes, 14 the second indexes and 33 the third indexes. After indexes weights given, a comprehensive evaluation index system of science and technology program＇ s selection and outputs had been established. The comprehensive evaluation index system is simple and could be easily operated, used for population assessment of science and technology program＇s selection and outputs in population and health field.
