摘　　要：本文通过文献分析,对洪涝灾害发生前后的医学救援应急工作程序进行了梳理,提出并筛选了构建突发洪涝灾害医学救援应急流程的框架要素,构建了应对突发洪涝灾害的医学救援流程基本框架,以期为我国洪涝灾害医学救援提供参考。The author defined the working procedures that before and after the floods by literature review, then put forward the elements of the framework of emergency process for sudden flood disaster medical rescue, and construct the basic process framework, with which to provide the reference for China flood disaster medical rescue action.
