摘　　要：政府社会管理职能绩效评估是政府社会管理与政府绩效评估面临的重点和难点问题。构建DEA绩效评估模型,对政府社会管理职能绩效进行实证评估,并对DEA在政府社会管理职能绩效评估中的应用方法和注意事项进行有益探讨。研究结果表明,DEA可以比较客观、简约、直观地评价政府社会管理职能的相对有效性,可以帮助政府部门准确掌握社会管理职能绩效水平,DEA在处理多指标输入和多指标输出的有效性评价方面具有明显的优势,特别适合政府社会管理职能这种复杂系统的绩效评估和改进。在运用DEA时,应注意DEA的使用条件和局限性,可依据评估目的进行适当的改进和拓展。Performance evaluation on government society administration is a vital and difficult issue in government society administration and government performance evaluation. The article empirically evaluates the performance on government society administration by Data Envelopment Analysis （DEA ） of performance model, and instructively discusses its applied methods and notes in performance evaluation on government society administration. The results show that DEA can evaluate the relative effectiveness of government society administration objectively, concisely and directly, which helps government to recognize the current situation of performance on government society administration accurately. Because it is evidently advantageous for DEA to evaluate the relative effectiveness of multivariate input and output, it is suitable to evaluate and improve performance on complex system of government society administration. It is necessary to pay attention to the application conditions and limitations of DEA and improve and expand its application according to the purposes of evaluation.
