摘　　要：《建筑护栏技术规程》DBJ50-123的发布和实施,对规范建筑护栏的设计、施工、检测及验收,确保建筑护栏的安全和正常使用有着重要作用。但在实施过程中存在对规程编制意图理解不透或对部分条文如何执行存在疑惑等问题。该文从规程编制意图出发,结合实施中存在的具体问题进行分析和说明,旨在引导各方正确执行规程和国家有关规范要求。The issuance and implement of Technical specification for Building Guardrail （DBJ50-123） play a significant role in regulating the design, construction, examination and acceptance of building guardrail and ensuring the safety and normal use of building guardrail. But there are many misun- derstandings and confusion over the purpose of regulations and formation. Therefore, based on the purpose of regulations and formation, specific issues in construction are analyzed and explained in hope of guiding people correctly carry out regulations and related national requirements.
