农民用水户协会参与小型农田水利建设与管护的作用研究

摘　　要：近年来我国水旱灾害频发,引起中央对农村水利建设的高度重视。农田水利建设与管护关系到农民的切身利益,与"三农"问题息息相关,组建农民用水户协会,参与小型农田水利建设与管护,实现灌区农田供水良性循环,十分必要而迫切。基于对全国"小型农田水利状况"的调研,研究了农民用水户协会在参与小型农田水利建设与管护中的作用。In recent years, China has been frequented by floods and droughts which greatly evoked much concern from the Central Government about the rural water conservancy construction. Irrigation is closely related with the ＂three rural＂ issues and concerned about the very interests of farmers. Establishing FWUA, participating in the construction, management and protection of the small-scale irrigation system, has made it necessary and urgent of achieving a virtuous circle of agricultural water supply. Based on the national ＂Small-scale Irrigation Conditions＂, the thesis has made some researches on the function of FWUA in the construction, management and maintenance of small-scale water conservancy.
