摘　　要：目的:在基层医疗机构零差率推行前提下,对实施收支两条线管理方式补偿零差率现状提出建议。方法:通过查阅政府报告、科学文献对目前各地区基层医疗机构推行收支两条线管理进行补偿零差率现状进行整理分析。结果与结论:收支两条线是一种先进的管理方式,但推行其需要有一定条件的,笔者认为收支两条线管理方式推行效果好的关键是要提高基层医疗机构医疗人员的积极性和加大政府补偿力度。OBJECTIVE： Zero - slip implementation of primary health care sector, to make recommendations on the implemen- tation status of revenue and expenditure management way to compensate for zero slip. METHODS ： Access to government reports, scientific literature on regional primary health care institutions to implement the revenue and expenditure management to compensate for zero slip the status quo and analyzed. RESULTS＆CONCLUSION： Of income and expenditure is an advanced management, Imple- mentation of the policy need to have certain conditions, Believe that the good effects of income and expenditure management approach in implementing the key is to enhance the enthusiasm of the medical staff of primary health care sector and intensify government com- pensation.
