摘 要:CALS即持续采办与全寿命周期保障,其含义是指在武器装备的全生命周期过程中,采用信息技术对武器装备和工程技术数据进行数字化管理。随着国防科学技术的不断发展,武器装备的性能日益提高,开发研制周期也相应地延长,使得维护与采办变得愈发困难。由于传统的纸质载体无法满足国防军事部门在信息实时性和可靠性方面的要求,因此,对武器装备信息化建设过程中如何运用CALS进行了研究。在描述CALS的基本原理的基础上,分析CALS的关键技术,指出在武器装备信息化建设中实施CALS可能遇到的困难和问题,提出基于CALS的武器装备信息化建设构想。研究表明:实施CALS有助于缩短研发周期和节省费用,是推进武器装备信息化建设的一项重要战略措施。The definition of CALS (Continuous Acquisition and Life-cycle Support) is that during the life cycle of weapons, in- formation technique is used to manage weapons and engineering technical data. With the fast development of defense technique and the improvement of weapons performance, the cycle of research and development is increased accordingly, which makes the maintenance and acquisition of weapons more and more difficult. Since traditional paper medium is not qualified for information instantaneity and stability of defense department, the paper studies how to apply CALS to the implementation process of weapon informatization. Based on describing the rationale of CALS, the key techniques of CALS are analyzed and the possible difficulties and problems which could be encountered during the implementation process of weapon informatization are pointed out. Moreover, the paper proposes the idea of implementation process of weapon informatization based on CALS. The conclusions are drawn that using CALS contributes to shorten the cycle of research and development and save the costs. Furthermore, CALS is an important strategy measure of boosting the implementation process of weapon informatization.
