政府投资项目安全与环境管理的协同监管框架设计

摘　　要：根据事故致因理论描述了项目建设管理中的安全与环境要素及其构成的安全与环境系统,归纳了安全与环境管理的流程、内容与目标,提出了政府投资项目的协同监管思想和实施框架,界定和划分了政府投资项目的监管域概念,明确了不同监管域的范围,并最终从监管与管理的控制对象、目标相协同的角度设计了政府监管实施的内容与方式。Government supervision should accord with the inherent law of project management. How ever, government supervision of its investment project is still short of theoretical basis and practical guidance. According to Accident Cause Theory, the paper describes safety and environment management elements and its system. On the other hand, safety and environment management process, contents and goals through the relevant construction regulations and practical experience are summarized in this paper. The paper then puts forward coordinated supervision thought and implementation framework. In accordance with Chinese legal system and market economy status, this paper sets off the concept of supervision area and clears the range of different supervision area and characteristics from two of the management stages and three levels. Finally, the implementation content and method of government supervision are designed.
