区域发电权交易模式研究

摘　　要：随着节能减排工作的深入开展,使得在区域范围内开展节能发电调度与发电权交易,深入挖掘节能减排潜力、促进区域内资源优化配置成为可能。为优选区域发电权交易模式,结合市场交易理论以及部分省份及区域发电权交易实践,建立了发电权交易模式评价关键指标,并在此基础上针对交易准入限制、交易方式、价格形成机制以及区域、省级交易平台的协调等四方面关键问题对区域发电权交易展开深入研究,提出建立区域统一发电权交易平台,并采用集中交易方式,辅以高低匹配的价格形成机制方式的模式可兼顾市场效率与节能减排,有利于区域发电权交易的推广。Along with the in-depth proceeding of energy conservation and emission reduction project, it is possible to develop energy-saving power dispatching and generation right transaction within the regional scope, as the result, it will expand the potential of energy conservation and emission reduction, promoting the optimal allocation of regional resources. Based on the practice experience of generation right trading in pilot province, through combining the existing theory research, this paper aims to research four aspects of key problems in regional power right transaction ： trading ad- mittance limitation, trading pattern, price forming mechanism and the coordination method of region, provincial trading platform. Then get the following conclusion： it is necessary to establish a regional unified power right trading platform, and use the mode of bilateral trade as primary mode. It is more beneficial to promote the regional power right trading and improve the overall market efficiency.
