灾难救援护理人力资源库在军事演习中的应用

摘　　要：目的建设"灾难救援护理人力资源库"提高大型军事行动中护理人员的抽组效率及训练效果,加强医疗队医护工作的协调配合。方法通过自愿报名、科室推荐、护理部筛选的方式从全院护士中选拔优秀护士;建立"灾难救援护理人力资源库";参照演习抽组所需的各项信息将护理人员录入资源库,对入库人员进行全方位的训练培养,接受军事演习任务后从资源库中进行人员抽取及分组。结果灾难救援护理人力资源库建立后,医疗队护理人员抽组时间由原来的(5.5±1.22)h缩短为(1.5±0.21)h;医生对护士的满意率从70.5%提高到94.4%;全院护理人员急救操作考核合格率及优秀率分别由81.2%、52.6%提高到91.4%、75.8%,差异均有统计学意义(P<0.05)。结论成立灾难救援护理人力资源库,能提高医疗队护理人员的抽组效率及训练效果,提高资源库护理人员及全院护理人员的综合素质及卫勤保障能力。Objective To improve the selection efficiency and training effects of nursing staff in the largescale military operations, and to strengthen the coordination of the medical team by the construction of nursing human resource database of disaster relief. Methods Through voluntary registration, department recommendation and screening by the department of nursing,the outstanding nurses were selected for the establishment of nursing human resources database of disaster relief. With reference to all the necessary information of military exercise personnel assignment, the nursing staff information was input nursing resource database. The medical staff of nursing resource database underwent a full ranged of medical training. After receiving military exercise tasks,extraction and grouping were conducted among those from the nursing human resource database. Results Since the establishment of nursing resource database, the collection time was shortened from （5.5±1.22）h to （1.5±0.21）h; the satisfaction rate of doctors to nurses was increased from 70.5% to 94.4% the pass rate and excellent rate of emergency operational examination were significantly elevated from 81.2 % and 52.6 % to 91.4 % and 75.8 % （P〈0.05）. Conclusion The establishment of nursing human resource database for disaster relief can enhance the efficiency of personnel assignment and the training effect, and strengthen the overall quality of medical support capacity for repository nurses and hospital nurses.
