基层社会区域化党建的治理转型运作探索——以南京市华侨路街道为例

摘　　要：时代的变迁,要求执政党在基层社会对党的组织体系和运作方式进行改革和转型。南京市华侨路街道探索以街道大党委制、结对共建、社区党员议事会和党员服务站为执政党在基层社会对党的组织体系和运作方式进行改革和转型运作的主要方式,在社会管理中发挥了重要作用,同时也暴露出诸多问题。为促进党的治理转型,首先是实现党内治理改革,包括推进"条块党组织关系"法治化、制度化和规范化进程,要求大党委委员由基层党员选举产生,改革社区管理体制等,在此同时,要加强党外合作治理。Along with the deepening of the social transformation,CCP at the Local Level has made some positive transformation and reconstruction on the organization system and operation method.In Huaqiaolu District in Nanjing,The Large CCP Committee of Local District,Pair Work Activities,Council and Service Station of CCP are the main measures of CCP operation,which play important roles in the process of social management,but have exposed some problems.To promote the governance transition of CCP,reforms inside the Party must be carried out,including the institution of organization system of CCP,the election reform in local district and the reform of management structure in community.Besides,organization systems between CCP and NGOS must be reconstructed.
