江苏省太湖蓝藻打捞与处置资金运行模式分析

摘　　要：通过分析研究江苏省太湖蓝藻打捞与处置专项资金投入量、打捞与处置的运行成本、资金投入模式及资金来源等资金运行模式现状,认为现有的蓝藻打捞与处置资金模式存在投资主体单一、资金来源渠道窄、资金投入模式不够灵活等问题,在此基础上提出合理使用政府财政资金的建议,以提高财政资金的使用效率,并通过引入蓝藻治理专项基金、发行地方政府债券、争取世界金融组织贷款以及尝试BOT融资模式等手段拓宽资金来源渠道。The amount of special funds for blue-green algae salvage, the operating cost for salvage and disposal, investment patterns and sources of funds as well as other operating patterns of funds were analyzed. Current issues for bluegreen algae salvage and disposal are came up with including unitary investing main body, narrow sources of funds and inflexible investment patterns. In this paper, it was suggested that the government financial capital should be made rational use of to achieve high efficiency. Besides, several approaches were recommended to broaden the sources of funds, such as introducing special funds for cyanobacteria management, releasing local government bonds, applying for loans from world financial organizations, trying BOT financing mode and so on.
