基于生态强省建设理念的现代循环农业发展对策思考

摘　　要：通过分析生态强省和循环农业的定义和内涵及其两者的内在联系,提出当前在生态强省建设的框架下,加快发展现代循环农业的6个重要举措:即优化顶层设计,完善发展规划;区域统筹协调,实施优化布局;创新技术模式,因地制宜推广;建立标准体系,规范产业发展;创建示范园区,推动转型升级;加大资金投入,引导规模开发。通过实施区域生态经济战略与推广现代循环农业技术,实现节能减排,加快转型升级,提高利用效率,以利于稳步推进生态强省建设。Based on the principles of agriculture ecology and sustainability, 6 key initiatives to aid the development in the province are proposed. They include （a） optimizing managerial design and improving developmental plans, （b） coordinating regional operations and specifying unit accountability, （c） generating technical models and encouraging innovative adaptations, （d） establishing system standards and providing developmental direction, （e） building industrial parks and fostering business transformation and upgrading, and （f） extending capital investment and augmenting economic growth. The implementation was expected to benefit energy conservation, pollution reduction, economic acceleration and productivity improvement for the province.
