摘  要:高新技术产业是个技术密集型产业,对知识和技术具有很强的依赖性,进行技术创新活动是其经济高质量增长的源泉。本文在对技术创新和高新技术产业的概念明确界定的基础上,从投入产出角度,构建基于DEA评价方法的高新技术产业技术创新绩效评价指标体系。以江苏省为例,依据江苏高新技术产业技术创新活动十年的相关数据,运用MAXDEA软件计算其十年的技术创新绩效水平,获得决策单元综合效率值以及松弛变量,从而判定出DEA有效、DEA弱有效以及非DEA有效决策单元,并计算非DEA有效的决策单元在DEA相对有效上的投影,得出最佳改进策略。对运算结果进行分析,在此基础上提出相应的改进技术创新活动的建议,从而为全面提升江苏高新技术产业技术创新绩效提供决策参考。High-tech industry is a technology-intensive industry, and greatly dependents on knowledge and technology. Technical innovation activity is the source of economic growth with high quality. Based on clearly defining concepts of the technology innovation and high-tech industry and DEA evaluation method, it builds evaluation index system about technological innovation performance of high-teeh industry from the angle of input and output. Taking Jiangsu Province as an example, according to the Jiangsu high-tech industry "s technology innovation activity of ten years" relevant data, it calculates the ten years of technical innovation performance level using MAXDEA software, and obtains decision unit integrated efficiency and slack variables, thus judges decision-making unit of DEA efficient, DEA weakly efficient and non DEA efficient, and obtains the optimum strategy for improvement through calculating the non DEA efficient decision unit at DEA relative efficient projection. We put forward corresponding improvement technical innovation activity recommendations on the basis of annalizing the results of operation, and provide the decision reference so as to enhance the Jiangsu high-tech industry technology innovation performance.
