摘　　要：一个地区或国家的自然环境和社会环境构成了政府的主要行政环境,行政环境是政府公共行政管理的前提和依据,政府在行政管理过程中要充分考虑行政活动和行政环境的相互关系,确保二者的和谐和动态平衡。西藏有较为独特的自然和社会环境,各级政府要充分认识本地自然环境和社会环境的优势和劣势,并能在具体问题具体分析的基础上制定各项公共政策,以推动西藏经济和社会的跨越式发展。当前形势下,确保社会稳定是西藏跨越式发展的前提,加强能源、交通和龙头产业建设是西藏跨越式发展的重点,新农村建设是西藏跨越式发展的突破口,加强公共服务是西藏公共行政的基本职能,体制改革是西藏跨越式发展的保障,环境保护是西藏跨越式发展的基本价值。A region or country＇s natural environment and social environment form the major government administrative environ- ment, administrative environmental public administration is the premise and basis, the government in the administrative management process fully consider the administrative activity and the mutual relationship between the administrative environment, to ensure the har- mony and dynamic balance. Tibet is a more unique natural and social environment, the governments at various levels have to under- stand fully the local natural environment and social environment of the advantages and disadvantages, and able to be in the concrete analysis basis to develop various public policy, in order to promote the economic and social Tibet great-leap-forward development. The current situation, to ensure social stability is the premise of Tibet leapfrog development, enhance energy, transportation and leading industry construction is Tibet great-leap-forward development of key, the new rural construction is the great-leap-forward development of Tibet breakthrough, strengthen the public service is Tibet basic functions of the public administration, system reform is Tibet great- leap-forward development of security, environmental protection is Tibet great-leap-forward development of basic values.
