摘　　要：利用利益相关集团分析,客观分析了以社区卫生服务机构为基础的城市贫困医疗救助模式,确定了该模式各利益相关集团,分析了各集团的利益、能够动用的资源及能力、立场等,为完善以社区卫生服务机构为基础的医疗救助模式提供了理论依据。Through the analysis of stakeholders, the paper discussed scientifically the model of urban medical assistance based on community health services. The stakeholders under the model were determined and the benefit, resources and ability, standpoint was analyzed, which provided the theory basis for urban medical assistance based on community health services.
