摘 要:黄土高原水土保持工作大规模持续进行和黄河干支流水利枢纽工程的大量修建,极大地改变了黄河流域下垫面状况。实测资料分析结果表明:从黄河中游进入黄河的水量、特别是沙量已大幅度减少,小浪底水库的拦沙年限可以延长,黄河流域防洪规划和小浪底水利枢纽设计所预测的水沙量远大于最近10余年实测的水沙量。过去观测的水沙资料已不再具有可重现的性质,必须根据当前下垫面的变化,适时进行修正,用修正后的水沙资料,分析预测此后一段时间的水沙过程,才能作为此后一段时间河流治理规划、工程设计和管理运用的依据。因此,修正水沙资料是当前治黄工作中一项新的迫切而重要的基础性科研课题。As water and soil conservation works have been implemented for a long time and large scale in the loess plateau and water conservancy projects had been constructed on the Yellow River and its tributaries, the underlying surface of the Yellow River basin have been remarkably changed. The analysis results of observed data show that quantities of incoming runoff and sediment from the middle reaches of the Yellow River have substantially reduced ; time of silt up in the Xiaolangdi Reservoir can be extend ; predicted quantities of water and sediment by the Yellow River ba- sin flood control planning and the Xiaolangdi project design are much bigger than those measured in years from 2000 to 2010, so that data of water and sediment measured in early stage can not have property of to return again. They must be revised according to the variation of underlying surface, and the revised data will be the basis of future hydrological process predicting, river harnessing planning, project design and operation. Conse- quently, revising data of water and sediment are a new study task of urgent and significant for harnessing the Yellow River.
