服务型政府视角下的行政指导——基于淮安市工商行政管理的实践分析

摘　　要：通过对行政指导和服务型政府的契合点进行分析,分析了二者的内在联系;然后针对工商行政管理面临的压力和挑战,从其职能转变和管理模式等方面,分析了工商行政管理创新和开展行政指导的必要性;并结合淮安市行政指导的实践活动,分析了其理念、模式和监管方式等方面的创新之处和实际成效。From the analysis on the conjunction point of administrative guidance and the service -type government, we expound the internal connection between the two. Then, aimed at the pressure and challenge confronted by industrial and commercial administrative management, we analyze the necessity to conduct industrial and commercial administra- tive management innovation and unfold administrative guidance in the aspects of function transformation, management mode, etc. Finally, in combination with practical activities of the administrative guidance of Hua＇an city, we discuss the innovative points and practical results in aspects of ideas, mode. sunervision fashion, etc.
