摘 要:以收费公路行业的行政垄断为研究对象,从行政垄断的内涵、行业内表现特征以及造成结果入手,围绕具有自然垄断属性的收费公路行业内国有企业与行业监管部门之间根深蒂固的潜在联系,以政府与市场的作用边界为导向,选取了九项评价性指标进行因子分析,间接衡量该行业内行政垄断的作用程度;在此基础上对测算结果进行分析比对,进而提出从管制法治化和产权结构改革两方面治理非合理性行政垄断的建议。Taking administrative monopoly in the toll road industry as the subject to be studied, beginning with the con- notation, superficial characteristics, and consequences of administrative monopoly in the toll road industry, focusing on the deep- rooted internal potential relationship between state -owned enterprises and supervising authorities in the toll road industry with natural monopolistic attributes, and taking the acting boundary of the government and market as the o- rientation, the paper has chosen nine evaluating indexes for performing factor analysis in order to indirectly estimate the acting degree of administrative monopoly in the toll road industry. Based on the above, it has made analysis and compar- ison regarding the estimated and calculated results and further put forward proposals to govern irrational administrative monopoly in two aspects - surveillance legalization and property right reform.
