摘  要:随着西方政府改革经验和理论的传入以及科学技术的发展,中国第一家"政务超市"于2000年在南京诞生,并经历了1.0版、2.0版和3.0版三个阶段。1.0版政务超市作为效率至上理念主导下的政府再造,虽未触及官僚制的内核,却为政府价值转换和管理重塑奠定了基础;2.0版政务超市实现了对效率主导之价值诉求的纠偏,基于"无缝隙政府"理念,并借助电子政务系统,着重解决了传统官僚制下政府部门存在的多重痼疾;3.0版政务超市则以"服务型政府"理念为指导,有效克服了1.0版和2.0版"政务超市"的局限,为我们建设了一个法治型、透明型、责任型"政务超市",从而为我国政府再造提供了一种新的借鉴。With the introduction of the western government reform theory and experience and the development of science and technolo- gy, the first government supermarket was born in Nanjing in 2000, which has gone through three stages including versionl. 0, version2.0 and version 3.0. Based on efficiency concept, although the version 1.0 did not touch the core of bureaucracy, which played foundation for value conversion and management of the government ; based on the Seamless government concep- tion, with the help of E -government system, the version 2.0 corrected the efficiency -domination value appealing, solved multiple disease which existing in the traditional bureaucracy government departments ; guides by the service -oriented gov- ernment conception, the version 3.0 overcomes the limitations of version 1.0 and version 2.0, which provides a legal, trans- parent and responsible government supermarket for us, then provides a new lesson for Chinese reinventing government.
