摘　　要：电子文件真实性是电子文件管理活动中一个极为复杂而又关键的问题。本文从电子文件真实性的概念入手,深入剖析了文件档案管理环境中真实性的含义。并以此为基点,构建了电子文件真实性认定与保障体系框架模型,该模型清晰地表明电子文件真实性的认定保障既是一个涉及环境认知、制度规范、人员素质、管理活动、技术系统的全方位管理,又是一个贯穿于形成与办理、归档与移交、保管与利用三个阶段的电子文件生命周期的全过程管理。The Authenticity of electronic records is an very important but complicated problem in electronic records research. In the paper, the author begins with the discussion of the concept of authenticity in the context of electronic records management. Based on the understanding of the concept, the author puts for- ward a framework of identifying and preserving of the authenticity of electronic records, which demonstrates clearly that it is an all-round activity, on vertical, this activity includes five factors： environmental reeog- nization, institution, management, technology and personnel; on horizontal, the activity covers all the process of the life cycle of electronic records which is composed of creation stage, archiving and transferring stage and preserving and using stage.
