摘　　要：资源与环境是公共品,政府是推动节能减排工作的主要力量。文章以湖南省为例,分析了地方政府在节能减排工作中的角色定位、取得的成效、面临的主要问题,并提出了对策。Resources and environment is public product,and government is the main power in energy-saving and emission-reduction.This paper analyzed the role of local government,the performance and challenge of Hunan province in the action of energy-saving and emission-reduction,and puts forward some countermeasures.
